To earn three stars at the end of a Grand Prix cup, you’ll need to place first in all four of the cup’s races. You get 15 points each time you get in first, and you need 60 points to guarantee the three stars.
Three first-place and one second-place: 57 points — two stars
Two first-place and two second-place: 54 — one star
Any score below 54 will get zero stars
Keep in mind that you need to get first place in all of the races on each difficulty level of every cup in order to truly get every star in the game. This means you need to get 60 points in all of the Grand Prix cups at 50cc, 100cc, 200cc, and Mirror to obtain every star in Mario Kart 8 Deluxe and all of the resulting gold trophies.
