Many buffs and nerfs are planned for LoL patch 9.19 before Worlds

a preview of the upcoming League of Legends patch 9.19.
The 2019 League of Legends World Championship is coming closer and the tournament will be played on the patch 9.19. Scruffy shared game’s developer Riot Games is currently testing a few nerfs and a lot of buffs that the players are likely to see coming in the patch scheduled for September 25.
Champion nerfs in patch 9.19
Karma, Tahm Kench, Yuumi, Gragas, Sejuani, and Sylas are set to receive nerfs.
Karma’s Inner Flame (Q) will be less dangerous with its AP ratio getting lowered, as will Sejuani’s Fury of the North passive since its damage dealt will be capped at 10% of the target’s maximum health.
Tahm Kench’s Devour (E) heal will scale based on level, while Yuumi’s slow on Prowling Projectile (Q) is getting capped at 20% with a lower duration and no decay.
Sylas is receiving changes to his stats, with lower base armor and armor per level potentially damaging his ability to jungle, but his base attack speed is getting increased to compensate.
Champion buffs in patch 9.19
A long list of champions is receiving buffs, including Mordekaiser, Sion, Ornn, Riven, Fiora, Rek’Sai, Xin Zhao, Graves, Zac, Twisted Fate, Veigar, Orianna, Heimerdinger, Cassiopeia, Vayne, Ashe, and Blitzcrank.
Mordekaiser’s and Sion’s shields are getting buffed. Ornn will need level 12 for upgrading masterwork items, and Rek’Sai’s unburrowed Queen’s Wrath (Q) and Fiora’s Lunge (Q) will now work on towers.
Jungler Xin Zhao might be seen more often since he will passively heal more and deal more damage with his Three Talon Strike (Q).
Veigar’s Event Horizon (E) cooldown is getting lowered at higher levels, and Orianna’s ultimate damage will be higher overall, as will Vayne’s ultimate bonus damage and Cassiopeia’s Twin Fang (E) damage. Ashe’s Ranger’s Focus (Q) will reset her auto-attack and her passive will slow more.
Orianna’s buff is particularly strong and could see the control mage become a featured pick at the World Championship.
Blitzcrank’s grab will now have a greater range, and the stacks on his ultimate will now be maxed out at three. Heimerdinger’s base health is getting increased to give him some extra survivability, and he will also see buffs to his H-28G Evolution Turret (Q) AP ratio and the stun length on CH-2 Electron Storm Grenade/CH-3X Lightning Grenade (E). With these buffs, we might see the turret spamming yordle making an appearance on the big stage.
Riven is receiving a large buff with a higher AD ratio on her Ki Burst (W) and higher damage on Blade of the Exile (R), but with damage increasing by 0-100% based on missing health. Zac will heal more on his passive, Twisted Fate’s Stacked Deck (E) will deal more damage with higher attack speed, and Graves will have higher base AD.
With so many changes Riot is looking to implement, League of Legends fans could see a meta shift happening during Worlds 2019 across all roles, with different rotation strategies and a wider variety of picks.
Although these are the planned updates, they’re not final and are subject to further change.
