Virginia has set a new record for the tax revenue generated from sports betting, as the US state is quickly establishing itself as a model for states in the country to follow.

The legality of gambling and sports betting varies across the United States from one state to the next. Even among those states that have legalized betting, there’s great variance in how operators and bettors are taxed. Virginia is one such state that has legalized sports betting and is reaping the tax rewards from the sector, as the state has a set tax that all operators must pay, and the proceeds are used for the betterment of the local economy.

Virginia generated record sports betting tax revenue in 2025, and its revenue proves that other US states could also take advantage of sports betting earnings.

Virginia’s sports betting revenue hits record in November 2025

There has been a year-on-year increase in Virginia’s sports betting tax revenue generation, and the state hit an all-time high in November 2025. The bulk of that revenue was generated from mobile sports betting, with a total handle for the month reaching $798.9 million. This was a 5% year-on-year increase compared to the same month in 2024 as sports betting and esports betting sites and apps drove the state’s gambling revenues.

Virginia has a total of 14 legal mobile sports betting operators and three land-based casinos that are allowed to accept sports bets. The adjusted gross sports betting revenue for the month reached $95.3. This includes $95.1 million from mobile sports betting operators and $193,052 from land-based casinos.

Virginia charges a 15% tax on sports betting revenue and generated $13.9 million in November. And those numbers aren’t in isolation across the US, as North Carolina is another US state that saw record growth after legalizing sports betting.

The numbers highlight that mobile and online sports betting dominates revenues compared to land-based alternatives, and this isn’t surprising. Virginia has very few physical casinos that accept sports bets, and mobile betting offers ease and convenience. The larger number of mobile operators also indicates that there may be more promotions and marketing of the digital betting option compared to the traditional alternative.

This trend also highlights that the state is seeing a shift in betting by players preferring digital betting solutions by a long stretch.

Virginia’s digital betting model has shown remarkable and consistent success, which other US states can try to replicate if they’re able to push forward the legal and regulative frameworks required to enable online betting and gambling in their states. Many of those states, such as Georgia, are on the fence about legalizing betting and following in Virginia’s footsteps in both generate betting tax and better protecting players who would otherwise look for other black-market, off-shore platforms.
