Kalshi Strikes Deal With Tunica-Biloxi Tribe

The Tunica-Biloxi Tribe from Louisiana is joining the rapidly growing prediction market industry. They have formed a new partnership with Kalshi, and this has enabled it to be the first Native American tribe to introduce its own prediction market platform via the company’s framework.
This was announced on September 18, 2026, during a time when several other tribes are questioning the growth and development of Kalshi. They object to this due to conflicts between emerging event-based trading and the sovereignty of tribes.
The New York Times has reported that the new app from Tunica-Biloxi will be owned and run under their guidance while being supported by technology supplied by Kalshi. That technology is set to power trading in federally regulated event contracts. Users of the app will have the ability to engage with markets related to sports, economics, weather and other events. Kalshi and the tribe will share the revenue that is generated from this.
Both parties see opportunity
Marshall Pierite is the Chairman of the Tunica-Biloxi Tribe and sees this new venture as a means of increasing sources of tribal revenue that extend beyond the reach of casino gaming. The tribe currently has around 1600 members and is responsible for the running of the Paragon Casino Resort. Pierite has described this diversification as a “cutting-edge” enterprise and one that has the potential to offer a great deal of opportunity to tribal members.
Tarek Mansour, the CEO of Kalshi, is equally positive about the opportunities that this new strategy offers. He has said that the economic development of tribes and the expansion of prediction markets “don’t have to be a fight” and believes that tribes should have access to multiple opportunities for economic development and prosperity.
The legal status
However, the partnership has been formed in the midst of an ongoing legal and political debate surrounding prediction markets. Kalshi takes the position that they offer financial derivatives that are regulated by the Commodity Futures Trading Commission (CTFC). Despite this, over 20 states have sued the company and others of its ilk on the grounds that they are offering gambling services that do not comply with related laws whilst failing to pay tax revenues that apply to those services.
Some tribal governments do not agree with the activities of Tunica-Biloxi in relation to Kalshi. In the week beginning September 14, Kalshi was denied the right to offer event contracts within the territories of two Californian tribes that had not given their permission for the company to operate within their jurisdictions. Kalshi has stated that it is considering its options in light of this decision and may appeal it.
Representatives from 17 tribes have met with the CTFC to declare their opposition to federal regulation of prediction markets and their concerns that tribal sovereignty and their gaming operations are under threat as a result of these developments. This means that the Tunica-Biloxi Tribe is in a contentious position.
The wider debate regarding whether prediction markets are considered a type of investing, a new means of gambling or a great opportunity for tribal nations to increase their economic reach looks set to continue.
