Pokémon Legends: Arceus takes place in the Hisui region that becomes Sinnoh later in time. According to the myths, Hisui is the place where Arceus, the first Pokémon, was born. The starters in this adventure are familiar Pokémon from three different regions.
Rowlet is the Grass Flying type from the Alola region. Rowlet’s final evolution is Hisuian Decidueye, a Grass Fighting type. From Johto, Cyndaquil is the fire starter that evolves into Hisuian Typhlosion, a Fire Ghost type. The water starter is Oshawott from Unova whose final evolution is Hisuian Samurott, a Water Dark type.

Considering the first three Noble Pokemon trainers must face, the best starter in Legends: Arceus is Oshawott. As a Water type, Oshawott is strong against Kleavor and Hisuian Arcanine. As for Lilligant, getting some reinforcements would be enough to deal with this Pokemon.
The worst starter is Rowlet. As a Grass Flying type, Rowlet is weak against Rock and Fire Pokemon. Meaning that it is weak against two out of the first three Noble Pokemon.
