There are different reasons why a player might choose to do this. Some content, like specific Pokemon, are only accessible in certain regions of the world. Pokemon like the three Lake Guardians are region locked, so completing the Pokedex would be impossible without these three. Spoofing in Pokemon Go is not entirely safe. Some apps developed to change regions in Pokemon GO require that players enter their email and password. Safety and privacy are not guaranteed on these apps, so players could not only lose their Pokemon Go accounts. but their emails as well.
Players also risk getting banned from the game. While the ban rate for spoofing is low, it is still not worth the risk. The point of the game is to explore, go out and walk. Using apps to cheat defeats the entire purpose of the game.
