According to playsepctre.com, the official website for Spectre Divide, the game will be available on Steam, and it will be free to play. The Closed Beta servers are already up and running in North America, Europe, and Asia Pacific, and the gameplay of this game is already out on YouTube.

The game is not yet available on Steam to download and will only be available to download for those who are accepted in the Closed Beta.
