More significant changes have arrived for The Outlanders Update.

Dota 2 version 7.23b has arrived and it largely targets items, both old and new. The introduction of Neutral Items has seen teams shift their focus to the jungle in hopes of getting quickly kitted and that game-changing mechanic has already been hit with two significant shake ups within a week of release.

In 7.23b, Neutral Items now start to drop at 7 minutes instead of 5 minutes. Despite that change, Tier 2 items and higher have retained their start periods. Alongside this change were tweaks to a number of the newly added items.

Dota 2 Neutral Items changed with 7.23b update

Vampire Fangs has been given a stiff nerf, with spell lifesteal being lowered to 8% and night vision reduced to 250. Philosopher’s Stone passive GPM bonus, Keen Optic’s mana regeneration, and Titan Sliver’s and Pupil’s Gift’s stats bonuses were all reduced.

Some items were buffed, though. Third Eye now gives a +7 bonus to all base attributes, while Ninja Gear and Faded Broach had their movement speed bonuses increased.

Valve also completely reworked Mind Breaker. The original version gave holders a new mana steal attack modifier, alongside 15% magic resistance. Now, Mind Breaker passively provides 25 attack speed and 25 magic damage on the hero’s attacks alongside a different attack modifier that hits enemies with a four-second silence on a 20-second cooldown.

A few established Dota 2 items were also given some changes. Stun damage from Abyssal Blade and Skull Basher is now classified as physical rather than magical. Ring of Aquila was also given a big boost with its mana regeneration being increased from 0.5 to 1.25.

Hero changes in Dota 2 update 7.23b

A number of heroes were also changed in version 7.23b.

The most notable change is the nerf to Lifestealer’s Infest. Infest’s health bonus was rescaled from 750 to 1250, to 400 to 1200. Infest’s bonus movement speed for heroes was halved at all levels

When the ability is upgraded by Aghanim’s Scepter, Infest has 25 seconds cooldown instead of 20. The cooldown also begins once Lifestealer leaves the infested unit.

Treant Protector also received a number of changes. Nature’s Grasp no longer directly targets heroes and instead works similar to Nyx Assassin’s stun. Offsetting this were a few buffs including an improved cooldown for Nature’s Grasp, as well as buffs to Leech Seed and Overgrowth.

The full list of changes can be found on the official Dota 2 blog.
