
The third Rinascita Resonator, Phoebe, is now live, and with the right build and team she can rain down massive bursts of damage on her enemies.
Rinascita has been part of Wuthering Waves for a while now, still delivering strong Resonators worth the Astrites and Radiant Tides. Phoebe has now made her debut in Version 2.1 as the first five-star Resonator to utilize the Spectro Frazzle damage-over-time (DoT) mechanic.
With her simple playstyle and a kit that’s friendly to free-to-play players, Phoebe is a great choice for many. But to get the most out of her in the Tower of Adversity, it’s good to know her best builds. Here’s a full breakdown of her Echo sets, weapons, and team synergies.
The best echo build sets for Phoebe build in Wuthering Waves are Eternal Radiance, Celestial Light, and Lingering Tunes.
Phoebe makes use of the Spectro Frazzle mechanic, which only goes to say that Eternal Radiance is her best-in-slot set. Overall, she can gain a 25% Spectro damage bonus and a 20% crit rate, assuming she can hit opponents with ten stacks of Spectro Frazzle. Both bonuses result in increased damage output.
Celestial Light is a strong alternative to boost her raw damage, giving a 40% spectro damage bonus which is 15% more than Eternal Radiance. But opting for it means giving up 20% crit rate, which isn’t always easy to compensate for without good Echo rolls with crit stats.
Eternal Radiance and Celestial Light are her best picks, but Lingering Tunes can be a decent backup. It still boosts Phoebe’s damage due to her attack scaling, though not as effectively as the other two. Just keep in mind that it’s not suited for quick-swap or dual DPS teams, as it requires her to stay on the field for at least six seconds.
Luminous Hymn is by far Phoebe’s best weapon as it’s her signature rectifier. But those without it still have excellent alternatives, including Stringmaster, Rime-Draped Sprouts, Cosmic Ripples, Augment, and Ocean’s Gift.
It’s no surprise that Luminous Hymn is Phoebe’s best weapon. With boosts to attack, crit rate, and both basic and heavy attack damage, she can significantly amplify her damage output. Note that this depends on the team’s ability to apply Spectro Frazzle, which is only achievable with Spectro Rover in the trio.
Stringmaster is one of the best rectifiers, fitting comfortably with any DPS or sub-DPS scaling off attack. With a sizable damage bonus, crit rate, and high attack value, Stringmaster easily becomes her second-best option and is highly recommended to those who don’t have Luminous Hymn.
Rime-Draped Sprouts is another strong contender. This rectifier provides crit damage and attack while also offering a basic attack damage boost, which can be useful in certain parts of the rotation.
Cosmic Ripples is a decent weapon choice for players, providing Phoebe with a respectable amount of attack, energy regeneration for her Resonance Liberation, and a basic attack damage boost. It’s also one of the standard weapons, meaning it is easier to obtain compared to other five-star rectifiers.
Picking up Augment is a good choice because it offers crit rate and a hefty amount of attack every time Phoebe uses her Resonance Liberation. However, Augment is only accessible through the game’s battle pass system and thus requires players to spend real money to obtain it.
Ocean’s Gift is the best free-to-play weapon for Phoebe and is specifically designed for units that rely on Spectro Frazzle. If players can keep Spectro Frazzle active with Phoebe and Spectro Rover, she’ll gain the spectro damage and attack buffs from this weapon.
Phoebe’s best teams in WuWa focus on making her a hypercarry DPS during Absolution state and a hybrid sub-DPS during Confession. As of version 2.1, there aren’t many team comps that really work for the latter playstyle.
While in Absolution state, Spectro Rover is a much-needed unit for Phoebe.
Right now, the MC is the only other unit besides Phoebe with the Spectro Frazzle mechanic. The main character helps stack Spectro Frazzle, which triples Phoebe’s damage. On top of that, the team receives healing and Spectro resistance shred from their resonance chain. For the third slot, Verina or Shorekeeper are great choices as they’re among the top healers and buffers in the game.
Players looking for more fun and challenge can try out the Phoebe quick-swap team, and no unit comes close to contesting Changli’s spot as the best quickswap character in the game.
In this dual DPS setup, Phoebe and Changli take turns dealing out damage. Compared to a hypercarry setup, quick-swap teams have a higher learning curve since players need to master animation cancels and precise timings. Mashing buttons and swapping randomly certainly won’t beat a well-timed quick-swap rotation.
Since Spectro Rover is Phoebe’s go-to support sub-DPS, building a free-to-play team is a piece of cake.
Spectro Rover covers everything from Spectro Frazzle application to healing and damage boosts with the Rejuvenating set. Add to the team Sanhua, who amplifies basic attack through her outro skill and provides attack buffs through the Moonlit Cloud echo set. Best of all, she doesn’t take up much field time thanks to her fast concerto regeneration.
