Lawmakers in Brazil want to reduce the tax breaks that many financial sectors are enjoying in order to better increase the country’s revenues. The large fiscal package aimed towards this end comprises many industries, with betting and gambling among those for which tax rates would be seeing a significant increase.

Brazil’s gambling operators are waiting for the impending approval of these new taxes while considering options to offset this new potential increase in costs. While a final approval hasn’t yet been delivered, it seems likely be passed, with operators bearing an increased burden as a result.

Betting tax changes depend on Brazil’s President

Brazil’s pending tax bill will see a reduction of 10% in tax breaks across all sectors and introduce a gradual gambling and betting tax. The country’s Senate approved the bill with a strong 62 to 6 majority, passing it on to the president’s desk. President Lula’s approval is the key to whether Brazil’s federal taxes will see such a massive change or not. Analysts are leaning towards a likely approval of the bill, and President Lula’s decision may reshape Brazil’s gambling scene completely.

Brazil already charges gambling operators 12%  tax on their gross gaming revenue. The new bill proposes a three-year phased schedule of an increase in tax on the GGR of betting operators. It proposes a 13% tax in 2026 and a 14% tax in 2027, and eventually a new 15% betting and gambling tax rate in 2028.

All operators and platforms, including lotteries, online casinos, and sports betting outlets, would be affected by the proposed changes to the bill. The bill aims to make the changes by January 1, 2026, but President Lula’s approval is the most crucial element.

Brazil isn’t alone in increasing betting and gambling taxes as the broader industry picks up steam worldwide. Other countries including South Africa also have pending legislation that would see additional revenues pulled from operators and towards local governments.

How new tax rates could affect Brazil’s betting and gambling operators

The new tax rates increase may be gradual, but it would still affect betting and gambling operators significantly, as they would need to offset the higher costs somehow. There are ways to limit the effect on net revenues, but they depend on either operators decreasing their running expenses or passing the cost off to customers in Brazil. This may lead operators, betting platforms, and other sportsbooks to limit promotions and bonuses offered to new bettors, or to increase pricing because of the additional costs being incurred.

Industry analysts have warned that if prices increase, players may be put off from gambling or find unregulated, offshore betting platforms that offer more lucrative opportunities due to their not bearing the tax burden that domestic operators must deal with. This is something other countries are trying to avoid, as players moving to black markets or offshore platforms will ultimately decrease gambling tax revenues.

Brazil’s ultimate goal is to generate more revenue for the state, but it remains to be seen how this new change would affect the country’s betting and gambling sector and the money it provides to the country’s government.
